France could benefit from its commitment to Libya. While "the conference of the Friends of Libya", which should sound the end of military operations in the country, opens this morning in Paris, a paper released by Liberation indicates that a secret agreement on oil would have been made between France and the new Libyan authorities.

In a letter dated April 3, 17 days after the adoption by the UN resolution on aid to the insurgents, the rebels have promised to give Libya 35% of crude oil produced by the country to the French "in exchange support total and permanent "in the National Transitional Council (CNT), the authority created by the Libyan rebels. In 2010, France was the second buyer of Libyan oil after Italy, with over 15% of its black gold imported from Tripoli.

France and the United Kingdom, the big winners if the agreement as such was not known, the CNT has not hidden that the priority for reconstruction and the allocation of oil contracts would be given to countries supported the revolt. The leader of the National Transition Council, Abdeljalil Moustapha, said recently that states would be rewarded "according to support" given to the insurgents cash advance loan. Preferential treatment in size since Libya has the largest oil reserves in Africa with 44 billion barrels.

Thus, in the economic battle ahead, both should be big winners France and the UK. The two countries are indeed on the initiative of UN resolution 1973 which allowed the use of force against the forces of Gaddafi.

Total could thus play a significant role in the restart of oil production in Libya.Since the beginning of conflict, the production has literally fallen: although it represented nearly 95% of state revenues, it would be almost zero. For its part, BP has had to suspend its projects in the country earlier this year, said he wanted to resume his explorations. The Italian group Eni, however, should continue to be very active in the field. The main foreign oil producer in Libya under Gaddafi has already released an assistance of 350 million euros for the reconstruction Jamahiriya.

Beware of fake job offers. A scam currently raging on the internet and would have done thousands of victims, Le Parisien reported today in France on Monday. Under false names of companies like Total or Flashvision Success World – several networks recruit employees since 2009 that they would eventually accomplices of flight.

Classified ads posted on the Internet are dangling jobseekers a salary of 1000 euros to 2500 euros per month for a simple mission: reship in Africa. In reality, the newspaper said the victims "hired" never touch the wages promised. Moreover, these organizations use their postal address, obtained through a fake contract, to make purchases on the Internet with stolen credit cards. The packages are then sent to the victim, who is to redispatch in Africa, where these networks are based.

Identification almost impossible

When the banks come, ten days later to deny payment for purchases is to "employee" that are turning e-tailers easy payday loans. "It was at that time he understands that he was a mule in the service of a scam," said a judicial source in everyday life. While it is rare that the dealer cheated pursue the victim, it is however difficult to trace the "employer", the shipping address not listed on the stickers sent to Africa with the package.

The identification of these crooks is made virtually impossible. A single network, based in Ivory Coast, has so far been uncovered by police for damages amounting to around 900,000 euros. But after the opening of a judicial investigation in Grasse, research investigators ultimately failed in an Internet cafe in Abidjan. The same source, "the only way to stop this scam is to rely on suspicion of Internet users."

The fire smoldering in the euro area. But it is at the bedside of Africa that has brought Angela this week. And German Chancellor has no intention of upsetting its program to rush in Brussels. Officially, Berlin says it wants and avoid panic and halt the panic of the markets. In fact, the Chancellor once again gives the impression of being overwhelmed and trane feet, while the criticism comes from all sides against the German strategy in the European crisis.

His finance minister, Wolfgang Schäuble, keeps it informed of developments in European negotiations. From Nairobi, Lagos and Luanda, the Chancellor is riveted on his SMS, but refused to comment on the euro. Merkel knows she will eventually have to make concessions. But it did not deviate an inch from his line of days that Greece is funded through September, there is no urgency to bring together Heads of State and Government to decide a second aid plan in Athens.

"It was the wrong continent in crisis"

"The crisis of the euro and runaway Merkel is stuck somewhere between Kenya and Angola. This week, it was the wrong continent in crisis, "decide the conservative daily Die Welt.Even the eurosceptic tabloid Bild judge "inevitable" for Germany "to assume the financial consequences" of the crisis.

In addition to Greece and Ireland, the German analysts fear a contagion to Spain or Italy if Berlin continues to manage crises on an ad hoc without showing a real determination to protect the solvency of countries the euro area.

Clutching his requirement to pay the private sector, Merkel has been scolded by the head of the Bundesbank, Jens Weidmann. Former economic adviser to the Chancellor considers this option "against-productive.""The chorus of voices who have spoken publicly in recent weeks has not helped build confidence in the ability to solve political problems," said Weidmann in an interview with the weekly Die Zeit.

Paris Berlin had already doubled by setting the table a draft voluntary participation of banks with Greece, cutting the rug out from under the Germans claimed for months that sacrifices to the world of finance. Since then, the French initiative lost steam and Germany took the opportunity to put on the table's preferred option: a rescheduling of Greece, far more bitter for banks that participation sweet imagined in Paris. This obsession is described as "sterile discussions" by the German Jürgen Stark, chief economist at the European Central Bank.

Merkel sticks to its hard-line ally in the hope of a reluctant public that Germany Greece bail indefinitely. His strategy is not paid in the polls and is under pressure to change course.

With the crisis, more and more households are in serious financial trouble. Between January and May 2011, the French have filed more than 106,000 records from the debt commission, or 12% more than a year ago. Repayment difficulties that are particularly at risk housing households. To help meet these challenges, the law provides a safety net: the possibility of suspending up to two years, the monthly repayment of the loan. Based on information from Europe 1 on Monday, the French are increasingly likely to resort to this option, which provides additional interest payments.

Dozens of cases every day

The French association of bank users (AFUB) and receives a daily quarantine request for assistance. "In 2010, fifteen documents were distributed each day. Currently, we are 42 documents per day.We have tripled the number of applications, "said Serge Master, Secretary General AFUB asked on Europe 1. A figure that has not reached the levels of 2008, "there were then 80 requests for documents per day," says Serge Master. Another consumer association, the CLCV also reports a sharp increase in deposits of records. In Grenoble, twenty are filed every day.

Among those seeking the suspension of their credit, there are mostly unemployed at the end of rights, but also more and more French people who have lost their jobs and can not negotiate directly with their banks. More recent phenomenon, retirees are also more and more to come for help from the associations.

Cumbersome

Faced with this upsurge, the secretary general of AFUB regret the complexity of steps to take to qualify for this deferral option. Indeed, it is necessary to seek the advice of a judge. Although the procedure is "fast, one would hope that governments take the lead with a mechanism to achieve the same result without going through the court case," said Serge Master.

The vote was taken freehand. The National Assembly on Friday passed the relief measures of the solidarity tax on wealth (ISF) contained in Section 1 of the supplementary budget (supplementary budget Ed.) 2011qui door for the tax reform Heritage .

Threshold at 1.3 million euros

This article provides for the abolition of the first tax bracket to the ISF by raising the entry threshold of 800,000 to 1.3 million euros of assets. This measure should allow taxpayers to exempt 300,000, which corresponds, according to the government, owners of a principal residence whose value has soared because of the explosion in property prices in recent years.

Two rates of 0.25% and 0.5%

Section 1 provides further reduce the progressivity of the ISF. The schedule now has six units which techniques are applied six rates ranging from 0.55% to 1.80%.If the text is finally adopted by the Assembly and the Senate, it restr only two tax brackets: 0.25% for those whose assets do not exceed 3 million euros and 0.5% where the estate is greater.

This Friday, the resumption of debate, an amendment allowing a small reduction in ISF extra part dependent children has been strongly denounced by the left. In detail, the amendment of the rapporteur Gilles Carrez UMP plans to "increase the amount of reduction for each dependent from 150 euros to 300 euros, including adult children who are studying. "Interesting," said Budget Minister Francois Baroin, who relied on the "wisdom" of the Assembly. "You have no shame. It's outrageous, "launched the PS deputy Christian Eckert, denouncing" 150 euros reduction for people whose assets exceed $ 1.5 million, even though the school year allowance is granted conditionally for income below 23,000 Euros.

On Tuesday, a giant glass, Corning, and a French specialist in composite materials, Mersen, announce an alliance whose ambition is astonishing: the partners plan to revolutionize the manufacture of drugs. Corning has indeed used the properties of glass to develop a "reactor" to better control the manufacturing process of molecules for drug or fine chemicals.

Everything works, but to move to industrialization, it is necessary to use elements that exhaust heat very well. And this is where Mersen, specializing in composites. The agreement with the ex-Carbone Lorraine into that framework."The technology developed by Corning combined with our expertise in silicon carbide products represents a technological breakthrough for the pharmaceutical industry," said Luc Themelin, board member Mersen. The discussions lasted nearly a year and a final agreement covers the exclusive supply of ceramic microreactors Mersen in Corning.

This type of agreement is of particular interest Mersen. French society is indeed an OEM, by definition particularly vulnerable in its relations with its customers. To protect its margins, the group has developed a strong expertise in composite materials. It thus becomes an indispensable partner to its customers.

Using the special graphite, the group has made a remarkable breakthrough in the solar field. Five years ago, Mersenne was not present in this sector. This year, it should achieve 100 million euros of turnover easy payday loans.

Products manufactured in Tarbes

In the end, Mersen recorded 13% growth in its turnover last year to 741 million euros, an operating margin of 10.5%. And there are other sources of growth in the LED or the pharmacy, as evidenced by the agreement with Corning.

Today, there is no direct revenue associated with this contract. "Corning is currently negotiating with potential customers, mainly in Asia. We hope that the first contracts will be signed in September. To Mersenne, this means that the first revenues could arrive next year, "says Luc Themelin.

Corning's new product has many advantages over earlier technology: less investment, lower energy consumption and better control during manufacturing. The rise will take time, however, pharmaceutical companies not renewing their plants very often.

Mersen products related to this contract will be manufactured at a factory in Tarbes, which belonged to Boostec, bought by Mersenne in April 2010. Before the acquisition, the plant realized about seven million euros of turnover. "This contract would allow us to triple the revenues of the plant to the next three or four years, says Luc Themelin. Beyond that, we will make additional investments to increase capacity. "

It is a redesign that Renault CEO Carlos Ghosn was preparing for several weeks. Portuguese Carlos Tavares, head of Nissan's activities in America has been appointed CEO of the manufacturer. The board was indeed convened on Monday to dedicate this appointment. Carlos Tavares has replaced Patrick Pelata, forced to resign in April after the scandal of the false case of industrial espionage, which shook the French group since January of this year.

The management structure chart again

Renault shareholder totaling 15.01%, the State advocated for a reorganization of the organizational structure and governance of the manufacturer in order to play a greater role in its industrial strategy.According to a government source quoted by Le Figaro on May 24 last, "the state does not want a mere change of name for the successor of Patrick Pelata, but a real change in the organization." The Elysee Palace has said in particular want to limit the power of Carlos Ghosn in recruiting "new blood" in the constructor.

The operational failures accumulated by Renault since early 2011 have resulted in a decline in registrations in France and Europe, and several commercial failures, including the launch of new high-end vehicles.

The appointment of Carlos Tavares has been accompanied by an overhaul of the group management with the creation of a small committee that reports directly to CEO.This committee includes the chief financial officer Dominic Thromann, the Human Resources Director Marie-Francoise Damesin and the new Deputy Director for the presidency Mouna Sepehri, according to a source familiar with the matter. The new deputy director and the committee will therefore have the burden of turning the page of the fake spy case and continue the development plan builder which includes the creation of eight new models, four of which should be commercialized by 2012 .
